This publication compiles recommendations aimed at strengthening and supporting municipalities in the transformation process. The recommendations are based on the first municipal survey, “Municipalities in Transition,” conducted by theBBSRin 2024 among municipalities funded under theInvKG, as well as on findings from accompanying research on structural change conducted by theBBSR’s Center of Excellence for Regional Development.
