Northern Europe Energy Group, SEFE and the Baltic Sea Hydrogen Collector (BHC) consortium join forces to advance a Nordic-Baltic Hydrogen Ecosystem
At WindWorks 2026 in Riga, Northern Europe Energy Group AS (Northern Energy), SEFE and the Baltic Sea Hydrogen Collector (BHC) consortium signed a Memorandum of Understanding to explore the development of an integrated hydrogen value chain linking the Nordic-Baltic region with Germany. The Baltic Sea Hydrogen Collector (BHC) is a cross-border project that will secure the supply of green hydrogen in the Nordics and Central Europe. The BHC consortium consists of Gasgrid Finland, GASCADE Gastransport, and Copenhagen Energy Islands – a part of Copenhagen Infrastructure Partners.
The cooperation brings together supply, infrastructure and demand, the three crucial elements required to scale hydrogen projects:
· Northern contributes to the supply side through its production ambition in Latvia and the wider Baltic Sea region.
· BHC provides the planned offshore transport corridor.
· SEFE contributes the demand-side pull needed to help translate regional supply potential into long-term offtake and transport demand.
The strategic basis is strong. The Nordic-Baltic region combines rich renewable resources, attractive industrial locations and direct access to major European demand centres. Northern Energy’s Latvian flagship project CIS Liepaja has the potential to achieve a first phase production of around 100,000 tonnes of green hydrogen per year, with a significant share intended for export to Germany and other EU markets. Full project development will be capable of mobilising investment well above €1 billion, underlining the scale of the opportunity for Latvia and the wider region.
At the same time, the development of a Nordic-Baltic hydrogen ecosystem will strengthen European energy resilience, diversify future clean energy supply, provide Europe with cost-efficient hydrogen and contribute to greater European energy self-sufficiency by reducing dependence on imported fossil energy. BHC adds the infrastructure dimension required to turn that regional potential into a cross-border corridor. The project has PCI (Project of Common Interest) status and has secured €15.3 million in EU support for preparatory work. Infrastructure readiness is envisaged for the early-to-mid-2030s, subject to continued project maturation. The significance of this MoU goes beyond one bilateral link. It is a concrete step toward creating a wider hydrogen ecosystem that includes all Baltic Sea countries and in which production, transport and demand are developed in parallel rather than in isolation.

Thomas Dalsgaard, Chief Executive Officer, Copenhagen Energy Islands, said:“The Baltic Sea region can become an important pillar of Europe’s hydrogen future. But that requires corridor thinking, cross-border infrastructure such as the BHC and strong partners across the value chain. This agreement is a clear expression of that ambition.”
For the signing partners, the message is clear: the Nordic-Baltic hydrogen ecosystem has real strategic and industrial potential. This cooperation is intended to help unlock it – with scale, pace and a clear focus on connecting regional renewable strength to European industrial demand, while reinforcing Europe’s resilience and supporting a more self-sufficient European energy system.
