Statement on the Russian Federation's Ongoing Aggression Against Ukraine - Norway and the OSCE Statement on the Russian Federation's Ongoing Aggression Against Ukraine As delivered by Military Adviser Colonel Bjørn Gaute Herlyng at the 1134th Meeting of the Forum for Security Cooperation, Vienna, 29 April 2026 Norway aligns with the opening statement of the European Union, including the condemnation of Russia’s airspace violations and support to Romania. Allow me to quickly touch upon a few issues in my national capacity. The Russian Federation frequently raises concerns about foreign intervention and calls for respect for sovereignty and territorial integrity. At the same time, Russia has repeatedly violated these very principles beyond its own borders for more than three decades. The Russian war of aggression against Ukraine is the most serious manifestation of this pattern. It is a clear breach of the UN Charter, the Helsinki Principles, and international humanitarian law. Norway calls upon Russia to cease hostilities and withdraw its forces from Ukrainian territory. Until this happens, Norway will continue to support Ukraine. This support is grounded in our principles and our security interests. Ukraine’s experience demonstrates how rapidly modern warfare is evolving, with direct relevance for European security. Norway has therefore further developed our practical defence cooperation with Ukraine, including an agreement enabling joint production of unmanned systems in Norway. This cooperation strengthens Ukraine’s defence supply resilience, supports responsible industrial collaboration, and contributes to Norway’s own defence preparedness, in full accordance with international law.
