Simon is a partner in the Project Development and Finance Group in London. He focuses primarily on the energy sector, with particular expertise in nuclear, advising clients on both decommissioning and new build projects, as well as advanced nuclear technologies. He has extensive experience specialising in legal and regulatory compliance, corporate governance, environmental law, nuclear law and development issues. He has significant experience operating as a Partner and managing nuclear and environmental law practices.
Simon regularly provides environmental and regulatory advice to clients on a large number of energy and infrastructure projects, drawing on nearly 20 years of experience in the nuclear sector. He has held senior in-house roles, including General Counsel and Company Secretary for an international energy services company, and acted as part of the in-house legal team for a major UK nuclear new build project, where he was responsible for the nuclear site licence application and environmental permits.
Simon’s practice includes advising advanced nuclear technology developers on deployment strategies in the UK and internationally, with a focus on regulatory processes, technology transfer, safety and cross-border compliance. Simon is familiar with both Generation III and Generation IV nuclear technologies and is recognised for his industry insight and practical approach.
Simon has also lectured at UK Universities in environmental law and EU law and has developed and delivered an online Master’s programme in the law of nuclear energy for Birmingham University in the UK.

Representation of the Ministry of Climate, Estonia to develop its nuclear legislation to ensure compliance with international and EU obligations and consistency with local laws. The objective was to produce legislation and supporting regulations in the core areas of nuclear law (aligned with the 19 Infrastructure issues) that will support the deployment of advanced nuclear technologies in an “emerging” nuclear state.*
