PRESSEMITTEILUNG Flächenentwicklungsplan: Die Nordsee ist nicht nur zur Stromerzeugung da Flächenzuschnitt darf nicht einer kosteneffizienten Energiegewinnung die Grundlage entziehen
Berlin, 2. August 2026. AquaVentus spricht sich in der Stellungnahme zur Konsultation des Flächen- entwicklungsplans (FEP) 2025 des Bundesamts für Seeschifffahrt und Hydrographie (BSH) für den Erhalt der SEN-1-Fläche aus. Der Branchenverein besteht auf der räumlichen Grundlage von SEN-1, da sonst der Hochlauf einer strategisch zentralen Technologie dort verhindert würde. „AquaVentus setzt sich für eine sektorengekoppelte Nutzung der Offshore-Flächen ein. Damit sparen wir bares Geld für die Energiewende und alle Verbraucher in Deutschland. Deswegen sagen wir deutlich: Die Nordsee ist nicht nur zur Stromerzeugung da. Wenn wir unabhängig werden wollen von Energieim- porten aus dem Ausland, gleichzeitig dem Netzausbau helfen und die Energiewende effizient gestalten wollen, müssen wir aus altem Denken raus“, beurteilt Robert Seehawer, Geschäftsführer von AquaVen- tus, die vorgelegten Entwürfe des BSH. Nach Meinung von AquaVentus lassen sich die Ziele der Steigerung der Wirtschaftlichkeit der Offshore- Windkraft und des effizienten Netzausbaus durch eine intelligente Sektorenkopplung erreichen. Neben kurzfristigen CfDs braucht es langfristig jedoch zusätzliche Einnahmequellen für Offshore-Wind-Entwick- ler, um die Wirtschaftlichkeit auch über den reinen Stromverkauf hinaus zu sichern. Hierbei verweist AquaVentus auf die Möglichkeit, Windenergie in ertragsstarken, preisschwachen Stunden nicht abzure- geln, sondern in Wasserstoff zu speichern. Dafür müssen die rechtlichen Rahmenbedingungen geschaf- fen werden. Neuer Vorschlag zur wirtschaftlichen Verbindung von Windstrom und Wasserstoff Das BSH stellt für den künftigen Zuschnitt der Flächen mehrere Varianten zur Wahl (Details in der unten verlinkten Stellungnahme). Die zur Konsultation vorgelegten Varianten sind nach Meinung von Aqua- Ventus nur mit weiteren Anpassungen dazu geeignet, die nötigen neuen Geschäftsmodelle für Windan- lagenbetreiber offshore sicherzustellen, weil sie die Offshore-Elektrolyse in den ausgewiesenen Zonen erschweren und nicht kosteneffizient ermöglichen. „Es ist möglich, gleichermaßen die Rahmenbedin- gungen für Offshore-Wind und Offshore-Elektrolyse zu verbessern. Beide Märkte bedingen einander und ergänzen sich vorteilhaft", erklärt Seehawer. Statt einer Entweder-oder-Entscheidung zwischen Wind und Wasserstoff legt AquaVentus einen eigenen Vorschlag vor: Zusätzlich zu der auf SEN-1 vorge- sehenen Elektrolyse sollte eine zweite 250-MW-Plattform ermöglicht werden, gespeist auch mit Wind- strom aus der Fläche N-10.1. Diese Konfiguration verbessert die Wirtschaftlichkeit der Windflächen und erhält zugleich die Perspektive für den Offshore-Wasserstoff-Hochlauf. Der Entwurf zeigt laut den Mitgliedern von AquaVentus eine klare Schlagseite zugunsten reiner Strom- transportlösungen und trägt darin die Handschrift der Übertragungsnetzbetreiber. Jede Windleistung, die ausschließlich als Strom an Land geführt wird, erfordert den Bau zusätzlicher Offshore-Netzanbin-

Diese milliardenschweren In- vestitionen werden von allen Verbrauchern und der Industrie über weiter steigende Netzentgelte be- zahlt. Dies würde die Energiekosten in Deutschland weiter erhöhen und den ohnehin schwächelnden Industriestandort langfristig belasten. Aus Sicht von AquaVentus ist es widersinnig, teuren Netzausbau zu erzwingen, wo eine kosteneffizien- tere Alternative bereitsteht. Die zentrale Forderung von AquaVentus bleibt somit eine Novelle des WindSeeG, die kombinierte Anschlusskonzepte (Strom und Wasserstoff) explizit ermöglicht. Nur so lässt sich die heutige Standortproblematik lösen sowie die Wettbewerbsfähigkeit Deutschlands durch nachhaltige und resiliente Energien stärken. Site Development Plan: the North Sea is not only there to generate electricity Site zoning must not remove the basis for cost-efficient energy generation

In its response to the consultation on the 2025 Site Development Plan (Flächenentwicklungsplan, FEP) of the Federal Maritime and Hydrographic Agency (BSH), Aqua- Ventus calls for the SEN-1 site to be preserved. The industry association insists on retaining the spatial basis of SEN-1, as otherwise the ramp-up of a strategically vital technology would be pre- vented there. “AquaVentus is committed to the sector-coupled use of offshore sites. This saves real money for the energy transition and for every consumer in Germany. That is why we say clearly: the North Sea is not only there to generate electricity. If we want to become independent of energy imports from abroad, ease the strain on grid expansion and shape the energy transition efficiently, all at once, we have to move on from old ways of thinking,” says Robert Seehawer, Managing Director of AquaVentus, com- menting on the BSH’s draft proposals. In AquaVentus’s view, the goals of improving the economic viability of offshore wind and of efficient grid expansion can be achieved through intelligent sector coupling. Alongside CfDs, however, offshore wind developers will need additional revenue streams over the long term to secure viability beyond electricity sales alone. Here, AquaVentus points to the option of not curtailing wind energy during high-yield, low- price hours, but instead storing it as hydrogen. The legal framework for this must be created. The BSH is offering several variants for the future zoning of the sites (details in the response linked below). In AquaVentus’s view, the variants submitted for consultation are only suitable - and only with further adjustments - for securing the new business models that offshore wind operators need, because they make offshore electrolysis in the designated zones more difficult and do not enable it cost-efficiently. “It is possible to improve the framework conditions for offshore wind and offshore electrolysis alike. The two markets are mutually dependent and complement each other to good effect,” Seehawer explains. Instead of an either/or decision between wind and hydrogen, AquaVen- tus is putting forward its own proposal: in addition to the electrolysis already envisaged on SEN-1, a second 250 MW platform should be made possible - fed in part by wind power from the N-10.1 site. This configuration improves the economic viability of the wind sites while preserving the pro- spects for the offshore hydrogen ramp-up.
According to AquaVentus’s members, the draft shows a clear bias in favour of pure electricity-trans- mission solutions and bears the hallmark of the transmission system operators. Every unit of wind capacity brought ashore solely as electricity requires the construction of additional offshore grid connection systems (ONAS), at a cost of several billion euros per connection. These billion-euro investments are paid for by all consumers and by industry through ever-rising grid fees. This would drive energy costs in Germany up further and place a long-term burden on an already struggling industrial base.
From AquaVentus’s perspective, it is counterproductive to force through expensive grid expansion where a more cost-efficient alternative is available. AquaVentus’s central demand therefore remains

Only in this way can today’s siting problem be resolved and Germany’s competitiveness strengthened through sustainable and resilient energy.
