Commission disburses another €3.47 billion to Ukraine for drones, missiles, air defence and fighter jets

On 30 July 2026, the European Commission has disbursed €3.47 billion to Ukraine, under the defence window of the €90 billion Ukraine Support Loan . The funding is provided in response to Ukraine’s urgent military needs, as it continues to require capability support to defend itself against Russia’s war of aggression.

Ursula von der Leyen , President of the European Commission, said: “Today, we are investing an additional €3.47 billion to help protect Ukraine’s skies. With this new disbursement under our €90 billion loan package, we are helping Ukraine defend its people. We are also bringing our defence industries closer together, combining Europe’s industrial scale with Ukraine’s unmatched innovation. This is our new Drone Deal taking shape. And let this new support send a clear message: every Russian strike strengthens Ukraine’s determination to be free and our determination to stand with Ukraine, for as long as it takes.”

This disbursement covers an additional tranche of the first product schedule on drone procurement. It also includes funding for additional drones, including long-range jet-powered drones, missiles, and Gripen fighter jets. The goal is to help Ukraine quickly secure critical equipment it needs.

As a country at war, Ukraine needs critical defence products delivered at speed. More support for drones, ammunition, air defence and missiles will be approved and disbursed in the coming weeks. For Ukraine, this means faster access to equipment that can help protect its airspace and strengthen its defence capacity. For Europe, it means continuing to support a country whose security is directly linked to Europe’s own security.

This follows earlier disbursements under the programme. On 25 June, the Commission disbursed €3.2 billion to Ukraine under the dedicated Macro-Financial Assistance (MFA) programme . It then made two further payments under the defence window: €3.9 billion on 30 June 2026 and €1.1 billion on 15 July 2026 .

In 2026 only, €28.3 billion will be disbursed to support Ukraine’s defence industrial capacity. The allocation for 2026 is expected to be finalised by September, by way of adopting the corresponding product schedules, with disbursements to be carried out until the end of 2026.

The Ukraine Support Loan is composed of €60 billion to strengthen Ukraine’s defence capabilities and defence industrial capacity, as well as €30 billion in budget support to help keep the state functioning, maintain essential public services and strengthen economic resilience.

After Ukraine submitted its financing strategy in March 2026, the Council adopted an Implementing Decision, on 23 April 2026 setting the assistance to be made available to Ukraine in 2026. The Decision provides for up to €45 billion in support for 2026, including €16.7 billion in budget support and €28.3 billion for Ukraine’s defence industrial capacity.

The budget support component is split equally between a top-up to the Ukraine Facility and a new MFA operation , each worth up to €8.35 billion. The Commission disbursed the first €3.2 billion instalment under the MFA Macro Financial Assistance on 25 June.

Since the start of Russia’s war of aggression against Ukraine, the European Union and its Member States have provided more than €220 billion in overall support to Ukraine and Ukrainians, including €3.8 billion from the proceeds of immobilised Russian assets.
