Building Centre of Government Capabilities to Steer and Deliver Complex Priorities

The European Commission supported Bulgaria, Estonia, Greece, Ireland, Poland and Portugal in examining how Centres of Government (CoGs) can better support heads of government and cabinets in setting priorities, aligning institutions, and ensuring that policy ambitions are translated into tangible results. Results stemmed from peer exchanges, analytical outputs and design workshops to provide insights into how governments are adapting their structures, processes, and capabilities to respond to increasingly complex demands.

Centres of Government are facing increasingly complex and cross-cutting challenges. Traditional processes at the Centres of Government are no longer adequate to achieve the necessary outcomes and are not fit for purpose given the increasingly cross-cutting, long-term and interconnected nature of the issues, coupled in a more dynamic environment with more stakeholders. Furthermore, the national contexts facing the participating countries are amplifying the need for Centres of Government to be more agile, systemic, flexible, and resilient. Centres of Government are now expected to advance coordination and implementation of policy and services, while also working to not become overburdened with bureaucratic processes.

Working under the European Commission’s Technical Support Instrument, the project provided targeted reviews, capacity building sessions, targeted

individualised country reports, and peer-to-peer exchanges for each participating country, both in person, and online. The project began on 4 September 2024 until 17 July 2026 with fact finding missions and targeted reviews occurring between October 2025 and June 2026. A synthesis report summarising the key findings was published in July 2026 along with an Annex as a repository of tools and good practices. A design workshop led to a terms of reference for a future network on peer to peer exchange for Centres of Government including operational guidelines and an indicative timeline.

The project identified areas of improvement for Centres of Government capacity, and provided various case studies and tools to address the individualised needs of each country. The results were published in the OECD synthesis report “Building Centre of Government Capabilities to Steer and Deliver Complex Priorities” which identifies and reviews countries specific capacities and peer insights identified target areas for development within the Centres of Government. This information informed a roadmap that guided the testing of new or refined methods to support the Centres of Government. These new methods built specific and general capacities required in the participating countries to progress. During the project, and based on the analytical work and peer to peer exchanges, some countries revised working methods in the Centres of Government- for instance Poland’s prioritisation processes and structures in the centre. Finally, the establishment of a peer network is a direct follow on from the project and will continue to create multi-country value added for mutual learning.
