Driving transformational change of the EKDDA

Funded by the European Union’s Technical Support Instrument, this project provides strategic and legal-technical support to modernize the National Centre for Public Administration and Local Government (EKDDA). It transforms EKDDA's business and operational model into an extroverted, data-driven excellence hub, ensuring improved administrative performance and citizen-centric public services through practice-oriented training.

The transformation of the EKDDA continues Greece’s broader structural reforms in public administration. To address strategic fragmentation and financial vulnerability, the project aligns with EU priorities for modern governance by designing a more autonomous business and operational model. Key challenges included a significant "theory-practice gap" and a low international footprint requiring greater extroversion. Implementation required navigating complex EU State Aid regulations and shifting the institutional culture toward practice-oriented training to ensure long-term resilience.

Between October 2023 and March 2026, Expertise France delivered comprehensive technical support to EKDDA and the Ministry of Interior. This included the design of a forward-looking transformation strategy, a modernized business and operational model, and legal engineering for a new regulatory framework. Drawing on 26 international best practices, Expertise France facilitated high-level technical exchanges with France’s INSP and Spain’s INAP. Training curricula were redesigned to establish a practice-oriented learning ecosystem, tested and validated through pilot programs engaging more than 1,100 participants, ensuring relevance, scalability, and strong institutional impact.

The project delivered a full strategic and operational transformation of EKDDA, aligning it with national reform priorities and the new production model. A complete legislative package modernizes governance, while redesigned, competency-based training programs and 27 Leadership Academy workshops enhance the skills of senior officials. New data-driven tools (KPIs, needs-analysis) ensure evidence-based training delivery. The design of an International Unit strengthens regional positioning. Beneficiaries include public servants and citizens, who benefit from more efficient, high-quality, and citizen-centric services, leading to improved public sector performance, accountability, and measurable service delivery outcomes.
