The German central bank has launched a Europe-wide negotiated procedure with competitive tender for its new Central Office. Unlike with its original Project Campus, the Bundesbank is now looking to purchase a turnkey property – either a newly constructed property or fully renovated existing property – including a plot of land within the city of Frankfurt am Main. By purchasing a new Central Office, we are ensuring that we have an economically advantageous, state-of-the-art and future-proof solution for our headquarters, Stephan Bredt, Bundesbank Chief Operating Officer, said at the announcement of the tender. The project will comprise two phases. The first phase will cover the procurement procedure – consisting of the competitive tender and the bidding negotiation stage – through to the conclusion of a purchase contract. The second phase will then cover planning and construction or renovation of the property by the contractor awarded the tender in the procurement procedure until the property is accepted and subsequently occupied by the Bundesbank. Suitable candidates for the procurement procedure will be chosen based on objective selection and minimum criteria. Once negotiations have been concluded, the Bundesbank will identify the most economical tender for the purchase of the new Central Office based on contract award criteria. The contract award criteria comprise the price, building quality, project execution and acceptance date, amongst other factors. Other criteria that we will consider are a good location as well as very good connections to local public transport services, which will make the Bundesbank easily accessible for its employees, external business partners and visitors, Stephan Bredt explained. The Bundesbank is aiming to award the contract by the end of 2027. The new Central Office is planned to accommodate around 2,500 workstations and offer roughly 15,000 m 2 of floor space for special and functional areas. This would make it a location that will meet the Bundesbank’s needs going forward. The specifications for the new Central Office were drawn up by a Bundesbank project team with the support of external consultants. Alongside legal and financial concerns, consideration was also given to functional requirements in terms of security, sustainability, technical features, and interior design, amongst other aspects. The objective is for the Bundesbank to have a new Central Office that is as economical as it is sustainable and future-proof.
