The project concerns the practical application and awareness of fundamental rights in contemporary European society, including selected challenges related to digital transformation. - Full Description - A Bulgarian non-profit NGO is preparing a transnational proposal under CERV-2026-CHAR-LITI-CHARTER. The project will address the practical understanding and application of the EU Charter of Fundamental Rights in contemporary European society. It will focus on capacity building and awareness raising among relevant professionals and civil-society actors and will include a proportionate dimension related to fundamental rights in the context of digital transformation and emerging technologies. The proposal is envisaged as an approximately 18-month European cooperation project with a compact and complementary consortium. The Bulgarian NGO intends to act as coordinator. Detailed information concerning the project concept, methodology, planned activities, outputs, work packages and allocation of responsibilities will be shared directly with selected organisations following an initial expression of interest. - Advantages and Innovations - The proposed cooperation combines fundamental-rights expertise, capacity building and a contemporary European perspective. It is intended to strengthen the practical relevance and accessibility of the EU Charter while taking account of selected challenges linked to digital transformation. The consortium will be deliberately compact and complementary, with meaningful roles for participating organisations. Detailed methodological elements and planned outputs will be discussed only with selected potential partners. - Technical Specification or Expertise Sought - The coordinator is seeking experienced European organisations able to make a substantive contribution to proposal development and implementation. Relevant expertise may include: • EU Charter of Fundamental Rights, equality and anti-discrimination; • human-rights or civic education; • digital rights, AI ethics or rights-related aspects of emerging technologies; • research, legal

policy analysis, monitoring or evaluation; • training and capacity building; • relevant stakeholder and practitioner networks; • experience in CERV or comparable EU-funded cooperation projects. Potential partners may include civil-society and human-rights organisations, universities, research or specialised centres, training organisations and other eligible non-profit

Of particular interest are: • established civil-society or human-rights organisations with relevant fundamental-rights expertise; • universities, research institutes or specialised centres working in relevant legal, social, educational or digital-rights fields; • experienced civic-education, training or capacity-building organisations with relevant professional and stakeholder networks. Selected partners are expected to contribute actively to proposal preparation and, if funded, to project implementation according to their expertise and agreed responsibilities. Previous CERV or comparable EU project experience is highly desirable.
