Advisory Council Digital Switzerland: Security and Trust Come First

Bern, 03.09.2026 — The meeting of the Advisory Council Digital Switzerland on 3 September 2026 focused on Switzerland's digital sovereignty and the introduction of the electronic identity (E-ID). Under the leadership of Justice Minister Beat Jans and with the participation of Federal Chancellor Viktor Rossi, representatives from politics, the cantons, business, academia, and civil society exchanged views on current challenges. The priority of security and trust was central to the discussion.

The entire population should benefit from an ecologically, economically, and socially sustainable and responsible digital transformation. The goal is for the population to be able to move through the digital space as independently and self-determined as possible. However, digital transformation must under no circumstances come at the expense of security and trust. For the Federal Department of Justice and Police (FDJP), these always take priority. That is why the introduction of the E-ID was postponed.

Under the leadership of Justice Minister Beat Jans and with the participation of Federal Chancellor Viktor Rossi, the challenges of digital security were discussed at the Advisory Council Digital Switzerland meeting on 3 September 2026. Representatives from politics, the cantons, business, academia, and civil society were also present.

In digitalization projects, troubleshooting is the path to the solution

In light of the latest developments in the field of artificial intelligence, security in the online issuance process for the E-ID is currently being further strengthened. In particular, through the use of additional technical safeguards, it should become harder to introduce malware onto end devices, and the detection of deepfakes should be strengthened.

Especially in digitalization projects, the path to the best solutions always involves actively searching for gaps in the system. Not only in IT, but especially in this field, lessons are learned from mistakes, emphasizes Justice Minister Beat Jans. To ensure security and stability, various measures have therefore always been implemented in the E-ID programme. Worth mentioning in particular are transparency through open source, the conducting of penetration tests, and bug bounty programmes. These are intended to identify vulnerabilities and areas for optimization in the source code.

Federal Councillor Jans emphasizes that it also takes courage to revisit originally communicated deadlines or statements. While this risks critical media coverage, it is important not to be deterred from one's own course: security and trust must always come first. The E-ID programme operates according to this principle.

Advisory Council Digital Switzerland: Exchange on focus areas in digitalization

At the Advisory Council Digital Switzerland meetings, members of the Federal Council and the Federal Chancellor exchange views with representatives from academia, business, politics, authorities, and civil society on topics of digital transformation. The meetings take place several times a year in varying compositions, each chaired by a member of the Federal Council or the Federal Chancellor. The Federal Council determines the focus topics of the Digital Switzerland Strategy annually. An Advisory Council meeting takes place for each focus topic. The meetings are organized by the Federal Chancellery together with the departments.
